I'm looking for a voting tool where users are offered various development stories they can select and vote to be worked on.
Is there any such tool available for ServiceNow or nearest equivalent?
It doesn't necessarily have to integrate into SNOW so long as we're able to get an overview of what requests users will like implemented into our platform that would be great.

There is something called as idea in Servicenow which comes with demand management wherein ideas can be submitted and taken to closure by following implementation path

ServiceNow has OOB implementation of similar functionality where users can vote on KB articles. Check your service portal implementation, go to communities and any questions. You will see the voting button. You will have to dig into the widget and see how its implemented.
