What role is required to be able to export reports to excel?

a user is able to create reports but is unable to export to anything apart from PDF.  

which role do i add?

i have added report_publisher and then report_group but this does not give the user the option of export to excel

ITIL role is generally enough. Does user has ACL roles on the table?
