SAM Foundation was released in Kingston and replaces the SAM Plugin. This is part of the ITSM suite and offers an easy migration to SAM Professional.
The SAM Plugin is still supported post-Jakarta and right now, there is no directive for customers using the SAM Plugin to migrate to SAM Foundation.
The main differences between the SAM Plugin and SAM Foundation are:
- Software counters no longer require creating and reconciliation is automated.
- Publisher and Product content library is provided in SAM Foundation
- SAM Foundation provides a solid foundation for upgrading to SAM Professional

>>Software asset management Plugin:
The Software Asset Management plugin activates the ITSM Software Asset Management feature provided with the Asset Management application.
A strong software asset management (SAM) program can help an organization reduce software costs, improve compliance, and simplify or develop processes for employee software requests. SAM programs can also help control inventory through accurate databases, which in turn helps identify organizational software needs, identify unused software that can be deleted, as well as reduce or consolidate the number of software vendors used.

In SAM Foundation there seems to be significant missing functionality for anyone who wants to count licences by core or by processor, compared to the original SAM Plugin.
