Hi @vikaskumarc
1. In native view , open your catalog item (sc_cat_item) in list view. Add No Order Now column .
Ensure for you catalog , No Order Now is false.
2. Remove the snc_read_only role from the affected user's profile
Refer: KB1000115 Submit button / Order now button is not visible in Service Portal for some users

Hi @vikaskumarc,
Navigate to Service Catalog > Maintain Items.
Check the No Order Now field is true/false, update it accordingly.

NAvigate to maintain items form left nav and find this catalog item
Look at what is configured in the portal setting section.
