How entitlement is reduced in SAM? What is the background process behind that ? Is there any docs?

I'm curious to know how actually the SAM entitlements counts are reduced. Recently I faced an issue with the client stating that their entitlements are not reducing even though they have CIs that installed this software in it.
Please help me with this.

We use SAM Professional and here is what I can tell you:
There is a Business Rule called "Remove Installs For Retired/Stolen CI". When a CI is marked as "Retired" or "Stolen" in the Hardware Status or Install Status fields, then the "cmdb_sam_sw_install" table is cleared for that device. That means the "Software Installations" table is wiped out for that device.
The highlighted portion you see above is something I added recently which removes the allocations for that device as well. We noticed the software installations table was clearing, but the allocations remained. That highlighted piece resolves that.
Also...we had an issue recently with this business rule and it was determined that on line 6 of the script the "operational status: 6" was causing the issue because oddly enough, we didn't have "Retired", which is a value of 6, in our Operational Status dropdown. I don't know how that went missing, but once we added it back to the Operational Dropdown, this Business Rule started working again.

This is regarding the removal, but I doubt how the entitlements are reduced when a new installation is found.
