SAM master plugin issue. Even after team confirmed master plugin installed, we cant see the plugin

Try repairing the plugin and clearing the system cache (cache.do)

Because certain SAM components are packaged differently across releases and dependencies such as the softwar asset workspace (com.sn_sam_workspace) and SAM playbooks and guided setup (sn_sam_playbook) may need to be installed or activated separately, the plugin itself might be active in the backend (sys_plugins) without appearing in the Plugins list........and the visibility of SAM ui elements also depends on having the correct roles and proper licensed entitlements for SAM products, so checking the active status in sys_plugins.list, confirming all related SAM plugins are activated, ensuring your user has the appropriate SAM roles......
