Software license compliance position missing costs and metric

What is the best way to solve the issue with missing costs for installed licensed software that does not have an entitlement and hence the license dashboard does not show the metric or the cost?   If someone installs something that is not licensed, i want that it will show in the report/dash with a cost/metric. 

Can we configure the system to use a specific metric and cost for each somehow? 

I was hoping the override license cost table would solve this, but it appears a record is only created when an entitlement is created, and we can't add one manually.  Do I have to create an entitlement with 0 rights to solve this?

I figured out the answer to my own problem.  Here it is...

You will need to add the costs to the override license cost table here: samp_override_license_cost

Tip: if you're not familiar with how to go directly to a table, enter this URL replacing the ????? with your company's unique identifier: <https://?????.service-now.com/samp_override_license_cost_list.do> 

You will also need to create a perpetual entitlement with 0 rights in order to set the license metric to per user or per machine.  The system will calculate the True-Up Cost during reconciliation and display in the license dashboard and reports. 

Tip: For subscriptions, put the same annual subscription cost in both the license and the license + maintenance fields.
