This is new behaviour.
When trying to add a contract to the software entitlement, non-admin users are blocked from adding/amending contract in the contract tab. I have checked ACL/UI Policies and all seems in order. What is stopping them and how can I debug?

Make sure to have appropriate role added for modifying this change.
Role required: sam_user, contract_manager

Thanks Sohail, user has both sam_user and contract_manager roles. They have full access to the extending table. They simply can't add to the list on this tab.

the surely there must be ACL which is restricting it, you must check all those tables acl to see who has access to udpate here...

@Mark OToole1980 If they have the correct role, perhaps an incorrect reference column/name was added to the list view? As a workaround, they can go to the actual contract and add the assets/entitlements from there. Under the "Assets Covered", click New (A new window will appear to select the asset and date added which are both mandatory), then Save. Hope this helps!
