Adding a New Change Overview Card to a existing Change Overview Container

Thank you to all who look at this question and help me get the configuration change that I need. What I am trying to do is add a customer change overview card in this case named " Business Risk and Impact Info" with a info field on it, into the the "State:New" Change Overview Container. I have figured out how to create the custom card, but when I set it to active and to display on a new change request it removes the other cards from being displayed, as indicated from the pics. Any help would be much apricated on this.
