Contextual side Panel - Can you set a default or change the icon order?

We'd like to change the order of the icons in the side panel if possible? We'd like to get agent assist at the top or as the default. Is that possible? All I can find is the Article but I cannot find an SRP Record in step 3.

Navigate to sys_ux_app_route.LIST from All menu,
1) This will bring you to the UX App Routes page

2) Use filter with below conditions in screenshot

3) change order value to higher/lower number to move icon up or down the list

If you are on Vancouver do the following:
1) Select All from navigation menu

2) search admin and select "overview"

3) Select Record Page-Incident from initial setup

4) Select  "customize" button in contextual side panel card.

5) change order lower to move up and higher to move down

Tried the solution you have mentioned for the Utah Version, but somehow it didn't work. What could be the reason behind it? Refer screenshots below
