Unable to Hide/Remove "Skip" Button on Playbook Activity in Agent Workspace

Hi all,
We're trying to hide the Skip button on a Playbook Activity so agents can't skip this step in our process, but we can't get any of the documented or community-suggested approaches to actually work in our instance.
What we're working with:
- Playbook running in HR Agent Workspace (Configurable Workspace), trigger table = HR Workforce Administration Case
- The activity shows the standard three buttons: See activity, Mark Complete, Skip
- We want to hide/disable just the Skip button for this specific activity
What we've tried so far:
- Overriding via a custom Action Assignment using the OOB action name (skip_list for a "Show List of Records" activity, or skip_activity type names for other activity types) — following the standard Playbook Action documentation on setting Label/Scripted Condition. This works fine on some activity types (e.g. User Form's skip_activity), but does not work on the list-type activity's skip_list action — the override never takes effect.
- Editing the base Action Assignment directly (e.g. setting Active = false on skip_list) — blocked, since the OOB record is protected ("This item is read-only based on its protection policy").
- Using the "Action Exclusions" related list on the Action Assignment record to exclude the action for our specific table — but the Table dropdown on the Exclusion record only shows tables that already have a "Playbook Experience Mapping" configured against that Action Assignment, and our table (HR Workforce Administration Case, or whatever the underlying activity table actually is) isn't in that list.
- Checked "Playbook Experience Mapping (1)" related list on the Action Assignment — trying to determine if we can add our table there, but running into the same protection policy concerns since this is an OOB record.
What we're looking for:
- Can Playbook Experience Mappings actually be added to an OOB Action Assignment, or does this require duplicating into our own scope first?
- Is there a supported, non-protected way to hide/disable the Skip button specifically for one activity, without affecting Skip everywhere else in the instance?
- Has anyone gotten Action Exclusions to actually work for a table that wasn't already OOB-mapped?
