AD Spoke and adding fields in Flow Designer

I wanted to add some fields to the AD Flow, both for create User and Update user.

I was given a link from HI to this article:

I have gone to the script and updated with an example $division.

If I go to the Create User Action in Flow Designer and try and add this input and output variable I get an error:

Bad Request. Cannot save Action Type with insufficient access level

Has anyone seen this error, or better still has anyone successfully added fields who can help please?

If you're not an admin, check to see if you've been given a high enough role within flow designer to creation actions: User access to Flow Designer

Even with admin access its throwing same error. what could be the cause?

I am admin (even elevated to security admin) and I am unable to add an action input. I am receiving the same exact error.  Calling it quits for tonight.
