Anyone familiar with GRC downstream/upstream?

I might be missing something completely obvious but I'm trying to understand the GRC workbench but the documents on the wiki don't really explain its usefullness.
If you're under risks it mentions upstream and downstream risks. I'm looking at a risk record and see a related list for both but there isn't a new button. How am I supposed to be creating a risk that has an upstream or downstream risk if not from the risk record?
The same goes for profiles. The GRC workbench mentions upstream and downstream profiles but from the profile record I can't create this relationship. The related list is there but not with a new button. How am I supposed to create these relationships so they appear on the GRC Workbench?

It says
The profiles displayed after clicking the Add button on the Upstream profiles or Downstream profiles related lists are limited based on the current profile's class and the defined dependency model.
Note: If there are no eligible profiles which can be related to the current profile, then the Add button is not displayed on the Upstream profiles or Downstream profiles related lists.
I have two profiles in the same class but neither allow me to set one up or down from each other. What piece am I missing to get this relationship?

Hi guys,
the Upstream/Downstream relationships are automatically generated by virtue of Profile Class hierarchies being present. This, as shown and modelled in the GRC workbench (which produces the upstream/downstream effect most easily), will produce these without requiring any manual creation of relationships.
