Application installation is unavailable because another operation is running: Committing update set: <update set name>

I'm trying to upgrade one of the apps we installed from the store, but when I go to the "All Applications" page, I get this message and the screen refreshes itself every 10-15 seconds:

The update set it is referencing has been committed. It is an update set that was developed in the application scope of this app I'm trying to upgrade.

But the resolutions were either reset and wipe the instance or otherwise not helpful for me. 

Is there a background process that might be stuck? I don't see anything relevant in the system logs, but I could be searching for the wrong things.

Well, I had requested an upgrade to Orlando and that seemed to have fixed it. So I'm guessing some background process was stuck and needed kicking.

Hey Travis,

 

Do you have a domain separated plugin installed on this instance? if yes, then this is a known issue and the workaround is to upgrade the app/activate the plugin from the global domain. This issue is fixed in Orlando release.

I don't think it is domain separated, but I'm not really sure where to look. In looking at the domain_list table, I just see the "Default" domain. The "Domain Map" in the system menu doesn't display.

Same for me - an in family upgrade did the job
