Application menu is not visible even though user have required roles.

Hi Team,
There is a Application menu called Routing Rules can be accessible for rr_admin role members, one of the user having rr_admin role but he is able to see the Routing Rules Application menu in Navigational bar.

We have seen the same issue with couple of our users, Ask the user to logout and login again.
If that didn't work do cache.do in url

2 modules are there and i gave rr_admin role for those 2 modules.
I cleared cache and tried.
BTW i am testing by impersonating with the user who is having rr_admin role.
