Are there other ways to approve request or changes without using the approver license?

Are there other ways to approve request or changes without using the approver license? We are a global organization and it will not be possible to account for all the managers and supervisors as it is around 6K+ users. We are looking at buying few hundred approver license, but it might not be sufficient. I would like to know how other customers are managing the approver licenses or if they have a better process to control the licenses.

As far as I know, having people approve via email does not require an approver license. The user would just click a link in an email, which opens a pre-formatted email that they reply with.

may I ask if the approver not available for few days, could he/she delegate another person to approve with email?

There is delegate functionality that can be enabled. Typically done by exposing related lists on the self-service view of User (sys_user). Setting up delegate approvers does not retroactively send the delegates approval emails, so the delegator would need to set up a delegate prior to being unavailable. The delegate simply gets a copy of the approval emails and authority to act on behalf of the delegator.
