Collaboration Offline Group Message(s) random user emails

I have one user that randomly gets the below email. He is the only one that gets it. I can't figure out what causes him to get it and to to stop him from getting them them. Any advise would be great.

The emails says its this event collaboration.notify_offline_user.group with this notification Collaboration Offline Group Message(s)
