Create a Designer like Attestation Designer

I want to create a designer like for example the Attestation designer. Is there any form using UI Page, UI Builder or some tool already provided by ServiceNow to replicate this? Or is there a path to find the code of this designer?

On the URL appears "/$ng_ad.do?". I tried to search for this on the instance, but I didn't find anything

I doubt we can create the same page, it is core code and build by SN to use this is in other modules. So not possible to like copy and paste or recreate.
