Created a taxonomy and added it to the portal but its not showing in portal

I have created a new taxonomy and added it to the portal. But it is not reflecting in the portal .

If you go into 1 more more of the child topics in that Taxonomy then theres a related list named "Connected Content" - if there is no content connected to either of the Topics then its hidden in the Portal because its empty anyway.

Go into the topics and add some content and it will show up as long as the current user have access to that content.
