Does anyone have the recipient list template?

For surveys and other targeted communications, ServiceNow states that you can upload an excel spreadsheet with a list of recipients. Unfortunately, the "download template" option is broken. Can anyone upload or send me the template so that I can create new recipient list using excel?

Did anybody report this to ServiceNow? we're seeing this issue still on Vancouver 😅

I've seen the same sys_id on different clients/instances, which means it's a fixed sys_id.

Googling for the sys_id brings up documentation around the GlideExcelParser (which is probably what is used for importing the Excel into the Recipient List), so I'm guessing it's a fixed template that should exist in the instances OOTB, but doesn't.
