In an actual ServiceNow product, will the admin impersonating a user be able to make actual changes to that user's ui/settings/work etc, or is impersonation only for the admin to test what the user is able to see or do without impacting the user's account.

Administrators can impersonate other authenticated users for testing purposes
When impersonating another user, the administrator has access to exactly what that user can access in the system, including the same menus and modules. The instance records anything the administrator does while impersonating another user as having been done by that user.
