According to this document, m2m tables are exempt, if they have a maximum of three custom fields and you register them in the sys_m2m table.

But as others wrote, with licensing questions it is ALWAYS best to ask your sales rep, they are the only ones who can give you reliable information. Ideally do so in writing, so even if your sales rep is wrong, you have an email you can show if there is a problem in the future 🙂
