Guided Tour Step Showing "Placement options are unavailable for hidden step" error, on portal it is "Tour ended because the next step was not found"

Hi Experts, 

I'm seeing "Tour ended because the next step was not found" on portal guided tour, and i tried to edit the step and found this error "Placement options are unavailable for hidden step" its not letting me place the txtbox I think. I'll attach a ss.

It also says This callout preview is hidden in this view. for the specific step in designer, every other step looks fine.

I'm thinking of creating a new step but want to know the problem with this first, Please help.

Does this callout was place on element which gets displayed using client script?

I mean not visible by default and client script makes it visible.

The callout was on Get Help link on Portal, which was updated recently. but it does not change the page, it just gives description of Get Help below it.
