Homepage and Dashboard option in not visible in General Setting (gearbox) in San Diego release?

In the SanDiego instances update am able to see the Homepage and Dashboard option in the General Setting (gearbox) for your reference, please look into the picture of How can I make it visible in(the Sandiego release).

This instance is in the Quebec release.

 This instance is in the San Diego release.

Please see below doc by ServiceNow. Hope this will clarify why you don't have those options in San diego version
