You can use a tag in the html and if you want to open it in new tab use target = '_blank' as attribute.

Just for an update & information if this is for Orlando then there is a known issue where the HTML widget does not show HTML editor. Refer HI link for a check.

Else the approach Pranav suggested is good enough & will work.
