I cannot figure out how to change the compose email to auto fill the to field instead of the CC field?

You can change that in the email templates. Document here: Enabling the Email Client - ServiceNow Wiki


By default, cc will always have the email address of the person who is composing it.

Create a new client template as shown below. I am creating this on incident table and adding assigned_to into the cc field
