How to create a Notification Admin role?

I would like to create a "Notification Admin" or "Notification Editor" role that allows access to System Notification-->Notifications to allow editing of the Message HTML field (but nothing else) so that the upkeep for the look and feel of email notifications can be delegated.

I have created a new role and given it access to the Notifications Module, but the module cannot be found in the filter navigator.

Although I seem to be able to access the module if I use a direct hyperlink:

Any ideas on how to make the module visible in the filter navigator?

You will need to edit the System Notification application to add the new role to allow access. Then you will need to edit the Notifications module (below the application) to add the new role to the Visibility section.
