You could try this:
Go to user table and search for your user id : admin
In admin user record checked Password needs reset checkbox and click on update.
Logout and login again it will prompt for to enter old and new password details. (here you will not get any error)

Hi there,
Is this for your PDI?
How are your resetting the password? Through Developer Portal? Or the forgot password link on your login screen?
If Developer Portal, reset Admin password, also does not work:
Try posting your question in the instance help community. ServiceNow employees who actually can have a look at your instance, will spot your question there.
If my answer helped you in any way, please then mark it as helpful.
Kind regards,
Mark

I had the same problem. What worked for me, was:
As System Administrator, go to User Adminstration > Users. Select the user. Fill in the Password field. Click Update.
