I just tested and you should be filling the below 2 fields during marking the Incident as Inactive
It worked fine for me

it means there is some child incident which is still active.

Yes i checked there is no child incident is active also all child incident is closed then parent should be closed but it is not closing the state of parent incident.

Did you check all the child incidents have parent_incident field populated?
