The process flow formatter is missing from our Problem Management Problem form
In the SN Docs on Problem Management > Assess a Problem it shows a Process Formatter at the top:
I have looked at the list of UI Formatters under System UI and found a bunch for everything except Problem.
Under Configure Form there is no option to add a Process Flow formatter...
What am I missing? How do I fix this?

I opened a HI ticket with ServiceNow and they said it is an issue for anyone skipping over Madrid.
Apparently I would have had to activate a plug-in in Madrid.
But, because we skipped over Madrid and went from London to New York, the Madrid plug-in for Problem is not available because it would cause data corruption.
I accepted the solution provided by ServiceNow, which is a migration tool so there will be no data loss.
The tool is supposed to be available in May of this year (2020).

Yes, I understand.
My question is why don't I have that?
It seems I should have it, it appears to be an out of the box feature...
How do I correct this?
I would think I could export the UI formatter from the developers instance, which I may have to try.
But why? This is of concern to me why I would be missing this.
Incidentally, We recently upgraded from London to New York.

kindly check that the Process Flow Formatter plugin is activated in your instance.if not please install it in system defination->plugin
Or
try to find out problem flow in process flow ,like below screenshot.or you can create new one.
please mark correct and helpful you find it useful.

Yes, Process Flow formatter plugin is installed
No, there are no entries for Problem under Flow Formatters
This is the issue I am having and I don't know why or how to fix it.
My only thought is to go to another instance and export the xml
