When creating an announcement for the employee service center (ESC), the banner announcement doesn't show for anyone who already has the ESC open....even when navigating between different catalog items and menu items/ favorites etc. The announcement only appears once the user refreshes the page (f5 or circular button). Theoretically, someone might simply leave the ESC page open while at work and not see the announcement all day....even if it is urgent.
Any suggestions for this?

I think all the folks have mentioned is correct, its OOTB and there is no way to configure such a behavior. But you may think of a custom fix script in place to revoke session of all logged in users. That way if there is an important outage announcement, the users who are already logged in will find(post the fix script) that they are logged out and will have to login once again to the System and thus will find your Announcement on the screen.
