Service Portal - uef footer CSS styles are not being applied in Service Portal?

Hi, 

We are implementing the Service Portal. While implementing we are facing some issues. 

Below are the concerns:

we are using the uef3 elements and created header footer and body so portal looks like same as HTML Page but in the footer the styles are not applied in the portal page. Below is the HTML Page screenshot where style works fine.

I am attaching the HTML page screen shot and custom portal page screen shot. Please someone can guide me what's the issue with css. Below is the Portal page screenshot where Css not applied
