Hi Malli,
List of OOB tables can be identified as it will not have 'u_' prefixed while for which table workflow is mandatory depends completely on the business requirment as ServiceNow is open platform & can be configured so as to meet requirements.

Don't get hung up on this though, you can configure Workflows for any table you wish.
That being said, I would strongly consider using Flow Designer instead of Business Rules and Workflow. That is the direction the vendor is taking in regards to platform configuration.
