Is this required to do in Flow designer? You could do this much easier with a business rule like the example below

Trigger the flow whenever the incident record updated and the parent field is not empty. PFB the sample.

This is not a good use case. The reason is, if an incident has 20 child records, and every child incident gets updated, then too much information will be added to the parent incident. Also, every time a comment is added (in parent), an email will be triggered to the user, which will create a lot of chaos.
