Normally what happens is we create user criteria and add that user criteria to the canRead related list of the Knowledge Base in which the knowledge article resides.
If nothing is defined it is visible to all

Hi it depends on the User criteria defined on Knowledge article. By default anyone can view the article

Hi Laxmi,
There isn't any "minimum basic role" because it is possible to specify which groups or users will have access to the knowledge article.
You can check the Can Read/Can Contribute related list of the knowledge base. if there is no roles added in Can Read it should be visible to everyone who are able to access portal.
Other than this, there are some privileged roles like knowledge_admin, knowledge_manager who can see all Knowledge bases.
There is field on the article as "can read" and "cannot read" these uses user criteria to set if a user can read the article or not.
