Hi Sandeep,

I have checked the user criteria but there is nothing specified in can read. Still not able to view the knowledge article in portal.

You will need to create a user criteria and add it there.

Who knew this would help me almost 2 years after the initial post! 
You mentioned in a previous comment "if there is no roles added in Can Read it should be visible to everyone who are able to access portal." I was running into the same issue, where pretty much only admin users could view the knowledge articles on my service portal. Then I read this comment and that solved my issue! I went ahead and went to my knowledge base and added an already created user criteria to my "Can Read" tab. I then added that role to the group of users who needed to be able to view the knowledge base.
