Why is Location only populating for one location and not all in Catalog Tasks list???

Probably because all the users you've been testing with have the same location...

We have over 8k users globally, but I am only seeing Asia users. We have 136 locations in our location table.

is that Location a dot walked field added on Catalog Task list?
if it's not populated in the parent record then it won't show
You need to check which logic is populating that and may be it's populating based on some requirement
Hence not filling all the time.
