Workflow publishing issue

I am working in the Human Resources: Core scope. I am unable to publish this workflow. I created a new workflow and never published it. After I created it I started working on it. Once I was done I went to publish it, but I don't have that option. When I check in workflow versions I see the workflow, one record as published and checked out.

It isn't published though because if I impersonate a different user the workflow doesn't run. This is as I expected because I never published it in the first place.

Hello, 

Can you check if you have currently selected the application which is same as the workflow's application?

Hi Raghu, Thank you for your response. My workflow is in the same application I am in, Human Resources: Core. I don’t know why it says it’s published already when I’ve never published it. Because it says published and checked out I can’t publish it.

To fix this I had to export the XML. In the XML file I changed the published value to 'false'. I re-imported the XML and I was then able to actually publish the workflow.
