I am working in the Human Resources: Core scope. I am unable to publish this workflow. I created a new workflow and never published it. After I created it I started working on it. Once I was done I went to publish it, but I don't have that option. When I check in workflow versions I see the workflow, one record as published and checked out.
It isn't published though because if I impersonate a different user the workflow doesn't run. This is as I expected because I never published it in the first place.

To fix this I had to export the XML. In the XML file I changed the published value to 'false'. I re-imported the XML and I was then able to actually publish the workflow.

Can you check if you have currently selected the application which is same as the workflow's application?
