Keep Formating/Remove Formating popup for a specific user

Keep formating and remove formating popup is not coming for a specific user. Tried to clean cache and browser cookies in user system still not working. Checked html formating properties, everything looks fine. Also checked user roles with other person who is able to see this popup but no luck on this. Can anyone help me on this?
