Is it an old or a new PDI?
Not sure if you have seen this announcement by Servicenow, if your PDI belonged to old datacenter, it will be reclaimed and you will have to request for a new PDI.

If your instance is hibernating, then you should log in through https://developer.servicenow.com/dev.do#!/home to wake it up.

Unfortunately there is no support available for PDI. wait for sometime or request the new instance.
