ServiceNow OOB has Service Operations Workspace new record view, but doesn't allow customized one

ServiceNow OOB has "Service Operations Workspace new record" view and existing record view. As customer, I can create a new view for an existing record, and this new view will be automatically used when I create a new record. How can I create a new "new record" view for incident view instead of using the existing record view?
