Emails are triggering even after restriction to user

Hi All,

 

Email is disabled for user using user preference. I've checked on user record also, Notification field is updated with "disable" value.

 

Still some notifications are getting triggered.

I've also checked on notification level, force delivery and mandatory is not checked for notification which are triggering.

 

On email log when I checked I found, some notifications are triggering because on form level exclude manager is not checked and thats why some notifications are triggering to user whose notification preferences are disabled.

Is this mean that "exclude manager" functionality on group will send notification to user even if that particular user has disabled notifications from preferences ?
