Requestors(NON ITIL User are unable to add users under watchlist in service portal for task tickets

I granted "sn_request_write" access to non itil users to allow them to edit the watchlist field in the service portal, Currently, users with this role can edit the watch list on both their own tickets and other user's tickets.  The requirement is to allow editing only when the user is the Opened By or Requested For user on the task. 

 

 

 

Can someone suggest the best approach to restrict this behavior?
