I have resource roles and all roles have their hourly rate set to $0:
However, when I create resource plans, their are still costs that are being calculated:
My assumption is that if all of my hourly rates are set to $0, shouldn't all of my planned costs come to $0 as well? The 'Project Resource' group you see listed above is also set to an hourly rate of $0.

Check if you have the default hourly rate in Cost properties still set to 50 (this is the ootb default):
(system property com.snc.time_card.default_rate ).

Thank you! Do you know if this will update historical planned costs from existing resource plans, or does this only affect new plans?

It won't automatically update. But the Resource Plan should have a "related links" UI Action along the lines of "Update Cost Plan". The PMs can use that to update the cost plans. That should re-apply the hourly rate.
