Is the on-line training the only way to study for certifications, or are there boot camps from external companies as well? I'm new and just want to see all my options.

Now Learning is the 1st place to start the journey, but if you not working with a partner company then these courses will be chargeable. You can follow my channel and start your SN journey. To start with Admin, you can watch the batch 11 Playlist.

As far as Certifications are concerned, Online training (from ServiceNow) is the best resource.
not from external companies, but you can find other online resources like Udemy.

First Step - Get the PDI from developer.servicenow.com. Start on Now learning with Welcome to ServiceNow Course. Follow some YouTube channels for ServiceNow Admin stuff and Practice those in your PDI. Once you are comfortable start development videos and practice on PDI.
