Error in Edge Encryption and Unable to edit the Configuration.

We did Upgrade from Washington DC Patch 7 to Patch 9. But in the Servicenow Front-end, we are getting this following error and unable to edit the Configurations -
Your session is not going through a ServiceNow Edge Encryption proxy. Configuration editing is disabled

It was working fine earlier, and last week this error message appeared and we thought that there could be an issue with the version, hence we upgraded it to Patch 9. But the warning message does not disappear and Configuration Fields became in read-only mode, we are unable to make any changes.
When we raise the ServiceNow support ticket, they ask us to copy the SafeNet jar files in to the library and upgrade to Patch 9a. But we are not sure where we can find the SafeNet Jar files.
