Including Downloadable Forms on Record Producer

As an end user, we want them to be able to download a form that is attached to the record producer. Once the form is completed, we will require them to upload it before submitting it. How am I able to add a downloadable file?

Your requirement isn't entirely clear. If you want to attach a file to a record producer, there's a pin to attach the files. You can make it mandatory so users cannot submit the record producer until a document is attached.
