I had the same issue after upgrading from Utah. Now fixed, on January 4th 2024.
Here is the solution that worked for me, remember to mark correct if it works so others can find the solution.
1. Ensure Configuration Hub is installed
{Instance URL}/now/app-manager/home/app/id/2028fe718b11c8f32122c6da3b496a83/v/1.0.2/details
2. Update Admin Center to 2.0.4 Or REPAIR version 2.0.4

It should be there:
Do you have snc_internal explicitly added to your account (yes, even if admin)?
I have encountered a strange bug where Application Manager would not work (could find no plugins) until I granted myself that role explicitly.
Maybe this one needs it too?

Yes thats where it should appear but not yet. Regarding the role, its good suggestion if I will be able to find one 😉 No such role exists in roles table unfortunately, Where did you get it ?

You need to make sure that another plugin, Explicit Role (com.glide.explicit_roles) is installed.
