I had the same issue after upgrading from Utah. Now fixed, on January 4th 2024.
Here is the solution that worked for me, remember to mark correct if it works so others can find the solution.
1. Ensure Configuration Hub is installed
{Instance URL}/now/app-manager/home/app/id/2028fe718b11c8f32122c6da3b496a83/v/1.0.2/details
2. Update Admin Center to 2.0.4 Or REPAIR version 2.0.4

I installed HR related plugin and now snc_internal is available, Even after assigning this role to system administrator, the config hub is not appearing...

One more thing I would try:
- repair the plugin (sn_config_hub)
- clear server cache (cache.do)
- log off
- clear browser cache
- log back in

Done mentioned but no luck.. Its strange that even in PDI they write and don't provide it implicitly and neither there is any clear instructions to get it enabled.
