Affected CIs with HAM (Asset action : swap)

Our team here is trying to undo some of the customizations done before our time in ServiceNow where there are currently OOB features available.  One of these is managing asset states via Incidents.

Moving along well, but one of the defaults is leading to some incorrect information.  Right now, when the Asset action is SWAP, the old asset has its state set to In Stock.  This is good, as when something is swapped out, it goes in stock.  But the substate gets set to Pending disposal.  In some cases this is ok.  But we often have to do a swap for a long term repair (sent to depot), or due to a role change, the customer needs a different laptop, in which case, the old laptop, if it still has life, should be set to available, so that others know that it can be used.  

By defaulting to Pending disposal, we could end up with equipment only weeks old sitting on shelf till EOL due to the substate if left unchecked.

For more granular reporting purposes I have created a new field in task_ci called Action reason.  From these selections it can be determined if the equipment substate should be Available, Pending repair, or Pending disposal.  Is there a way I can update what happens to set this substate?  Or should I be using a business rule that runs when the INC is changed to resolved?  I just want to make sure the timing is right so that I don't set a value then the even comes along and puts the default over top of my change.
